Working privacy coin since 2014, no company behind it; crime-laundering links and uneven exchange access
Monero is a community-run, open-source privacy coin that has been live since 18 April 2014. It had no ICO, no premine and no central company. The notes show no SEC, CFTC, FCA or VARA action naming Monero itself, and no protocol-level hack. Its main trust issues are its recurring appearance in reported theft-laundering cases (allegations by on-chain investigators, some not independently confirmed), uneven exchange access, and the lack of any accountable legal entity.

What they promised vs what happened

| Promised: Fair, pre-announced launch with no premine and no ICO | The official About page describes a launch with no premine, and the notes found no ICO or token sale. Coins are created only by mining.kept |
| Promised: Roadmap items such as FCMP++, CARROT, Seraphis and Bulletproofs++ | The official roadmap lists these as in progress or upcoming and gives no fixed dates. GitHub milestones such as 'fcmp++ hf' have no due dates. Community coverage says the FCMP++/CARROT hard fork stayed on schedule, but this is not independently verified.unclear |
| Promised: Tentative 2019 schedule for release v0.15 (code freeze 24 Oct, release 31 Oct, network upgrade around 30 Nov 2019) | The project called these 'tentative' targets. The notes do not say whether they were met.unclear |
What people are saying
50% positive · 30% negative · the rest neutral, estimated from the public posts and reviews in our sources.
- Respected for privacy and decentralisation: no premine, no ICO, open source
- Repeatedly named in reports of stolen funds being swapped into XMR
- Kraken's co-CEO criticised for questioning users about Monero withdrawals; the questionnaires were later withdrawn
- Exchange access varies by country; coverage says six major exchanges no longer list XMR in Germany
- Community funding for core development and a $150k audit CCS drew attention
Red flags
- ZachXBT alleged that over 87% (more than $20M) of inflows to FreedomXMR came from hacks, ransomware, malware and social-engineering schemes. AVOID.NET called the dossier a 'preliminary, low-confidence flag' and found no court filings or regulatory actions confirming it.
- ZachXBT reported a suspected $106M+ theft from an EU entity, with funds routed through swap services into Monero. Outlets noted the loss was not independently confirmed.
- ZachXBT also linked a reported $133M+ theft from French bank Crédit Mutuel Arkéa to partial swaps into Monero.
- Exchange support is uneven. Kraken kept XMR listed, and coverage says six major exchanges no longer list it in Germany.
- There is no company, legal entity or incorporation jurisdiction behind Monero, so no single party is formally accountable. The roadmap carries no binding dates.
- Privacy features are viewed by U.S. regulators as a risk factor, according to market commentary. This is not a formal SEC or CFTC warning.
Good signs
- Live since 18 April 2014 with a working, widely used product
- No ICO, no premine and no dev tax, so no investor fundraising to go missing
- Open-source code and a public roadmap and upgrade schedule on GitHub
- No protocol-level hack of Monero found; the reported incidents are thefts and leaks that used XMR as a laundering route
- No SEC, CFTC, FCA or VARA enforcement action or warning naming Monero or XMR was found in the notes
- A $150k audit CCS was opened to fund independent code review, and Monero stayed listed on Kraken

Bottom line
Monero's track record as software is solid, and no regulator action naming it was found. Its risks are regulatory pressure, restricted exchange access and its use by criminals, which are not scams by the project but can affect you. Check what your local exchanges and laws allow, use reputable platforms, and treat unverified laundering reports as allegations.
